Dr. Victor E. Negron received the Ed.D. degree in 1995 from Teachers College, Columbia
University, in New York City, after completing his pre-college education in Puerto Rico,
where he was born and raised. He has nearly 20 years of experience as a teacher
and educator in Puerto Rico and New York City, and has been conducting educational
